The Building Trades Protection Act passed in Manitoba. Before this piece of legislation was passed, hundreds of workers were injured and many were killed every year in accidents on building projects. The 1912 legislative session saw the passage of The Building Trades Protection Act, which mandated amongst other things that scaffolding, ladders and machinery must be safe and that this was the responsibility of the employer. The introduction of the Act was prompted by the well-publicized death of a young man killed while working on the Fort Garry Hotel site, and by 1915 the inspector appointed under the Act proudly reported that the number of fatalities on building sites had reduced to only one for the year.

Ontario Chief Justice Sir William Meredith completed a three-year royal commission researching workers' compensation laws around the world. He crafted a made-in-Canada workers compensation model designed to protect workers and employers alike, based on the key principles of no-fault compensation, security of benefits, collective liability, exclusive jurisdiction and administration by an independent board.  His recommendations, including the five key pillars, served as the basis for workers' compensation legislation across Canada. Under his plan, workers would be eligible for medical and wage loss benefits from a system funded entirely by employers. In exchange, the employers would be freed from legal liability. Meredith called it the "historic compromise."

Referred to as the "father of The Workmen's Compensation Act," he is credited for single-handedly introducing and shepherding The Workers Compensation Act through the Manitoba Legislature in 1916. Wilton was outspoken in his criticism of an earlier 1910 workers compensation law that was heavily weighted in the employers' favour. He was particularly offended by the way the law often allowed for workers or their widows to be intimidated into accepting an unfair buyout by employers instead of proper compensation.
