Our focus for the past several years has been in three key areas – supporting and expanding industry-based safety programs (IBSPs); implementing a safety certification program; and providing a prevention rebate to eligible employers. In 2018, advancements were made in all three areas with the help of our partners in the safety community.Manitoba now has seven IBSPs, with the addition in 2018 of a program for self-insured organizations in public administration, including the City of Winnipeg and Province of Manitoba. This IBSP joins S2 Safety: Sales and Service Association, RPM Trucking Industry Safety, Made Safe (for the manufacturing sector) and the Manitoba Farm Safety Program, as well as the two long-standing construction programs – the Manitoba Heavy Construction Association’s Worksafely program and the Construction Safety Association of Manitoba. We continue to use data analytics to identify high risk activities and industries that have historically had high rates of injury. We recently established a partnership with leaders in the healthcare sector to explore opportunities to establish healthcare solutions that can be shared throughout the province. These IBSPs serve an important role, providing their members with industry-specific resources, training and consulting. Compared to five years ago, the total number of time loss injuries among Manitoba industries with established IBSPs is down by 15 per cent. We also saw more employers signing onto our safety certification program in 2018. We first began offering SAFE Work Certified at the start of 2017. By the end of 2018, a total of 1,241 employers were SAFE Work Certified and another 113 were in the process TIME LOSS INJURY RATEPER 100 FULL TIME WORKERS2014 3.12015 3.02016 2.92017 2.92018 2.6*NOTE FROM THE CHIEF OPERATING OFFICER28 WCB 2018 ANNUAL REPORTSEVERE INJURY RATEPER 100 FULL TIME WORKERSof becoming certified. By meeting the SAFE Work Certified standard, these employers have reduced the risk of injury and illness in their workplaces. The effectiveness of safety certification has been proven – employers who are safety certified experience many benefits, including fewer time loss injuries, greater employee engagement and lower costs. After becoming SAFE Work Certified, employers can qualify for an annual prevention rebate. We began distributing these rebates to eligible SAFE Work Certified employers at the start of 2018. By the end of the year, 882 employers were eligible for $5.6 million in rebates. In 2018, we also continued work on our multi-year strategies, including those aimed at preventing musculoskeletal injuries, occupational disease and illness, and injuries among young workers, as well as enhancing psychological health and safety in the workplace. We offered public education sessions – on eye safety, slips, trips and falls, and impairment in the workplace. Significant time was spent providing consulting services in 2018. We provided assistance to many workplaces by performing safety and health system gap assessments, risk assessments and more. These services proved especially beneficial to employers in industries not served by an IBSP and those with higher injury rates. From the time I joined SAFE Work Manitoba, I’ve said that we would only succeed by working alongside others who share the same goals. It is rewarding to see that in collaboration with our safety partners, we are achieving results. There has been a tangible decline in the amount of pain and suffering experienced by Manitoba workers, as well as a solid reduction in the cost of these injuries and illnesses to employers. As a result, we are a stronger and more successful province. The culture of safety in Manitoba is changing, and we look forward to sharing even more success with our safety partners in the years ahead.Jamie W.
